This directive marks the initial step in the congressionally mandated preparedness for presidential transitions. Next week, White House chief of staff Jeff Zients will lead the inaugural meeting of the White House Transition Coordinating Council. This council, comprised of senior policy, national security, and management officials, fulfills the requirements set forth by the Presidential Transition Act.

Enhanced Transition Support for Candidates

The Presidential Transition Act provides federal support to major party candidates as they prepare for governance. This assistance enables them to establish the necessary personnel and policies to facilitate seamless policy implementation upon assuming office. Recognizing the critical need for presidential candidates to be fully equipped to manage the federal government, Congress prioritized this preparedness measure, particularly after the events of 9/11. Since then, the act has undergone several revisions to provide additional resources to candidates and demand more diligent planning from incumbents.

A Timeline for Transition Preparations

The Presidential Transition Act mandates the signing of a memorandum of understanding between presidential candidates and the General Services Administration (GSA) by September 1st of the election year. This agreement governs various aspects of the transition, including office space allocation and access to sensitive documents. Candidates must formally secure their party's nomination at national conventions before the memorandum of understanding can be finalized. Transition teams also initiate the screening process for potential appointees, including the initiation of security clearance procedures to ensure their preparedness for office on Inauguration Day.

Addressing Past Mishandling of Classified Information

In February, Biden established a separate task force to address the systematic mishandling of classified information during presidential transitions. This initiative was prompted by a Justice Department special counsel's report criticizing Biden and his aides for mishandling such information during his departure from the vice presidency in 2016.
